The Standards and Trade Development Facility (STDF) provides funding for collaborative and innovative projects that build capacity in sanitary and phytosanitary (SPS) measures. These projects help developing countries improve food safety, animal and plant health, and compliance with international standardsโunlocking opportunities for agricultural trade and market access.
Eligibility Criteria
- Funding is available only to developing countries listed on the OECD Development Assistance Committeeโs list of Official Development Assistance recipients.
- Applicants must demonstrate clear SPS-related capacity-building needs linked to trade.
- Beneficiaries must contribute to the project through financing or in-kind resources (e.g., staff time, facilities, vehicles).
Target Audience
This funding opportunity is designed for:
- Agricultural ministries and agencies working on SPS compliance.
- Research institutions and universities developing food safety and plant/animal health solutions.
- Farmer organizations and cooperatives seeking to access international markets.
- NGOs and trade-related organizations supporting agricultural value chains.
Package Inclusion
Project Preparation Grants (PPGs)
- Up to US$ 50,000.
- Supports preparation of technically sound and sustainable projects.
- Activities may include feasibility studies, SPS capacity evaluations, and project proposal formulation.
Project Grants (PGs)
- Up to US$ 1,000,000.
- Funds projects that improve food safety, animal and plant health capacity to meet international SPS requirements.
- Designed to address specific SPS challenges affecting trade.
Application Process
Applicants must:
- Complete the application form (Word format).
- Provide letters of support and additional documentation.
- Submit applications online via the STDF portal or email to the STDF Secretariat.
- Consult other potential donors when developing proposals to strengthen sustainability.
